Why are the teams of the decade from 1999-present? A decade is technically 2000-09 with the new decade starting last year and finishing in 2019.

That should be the top 50 football programs from 1999-2011. I believe there is another rating within this category that has the top 50 teams of the decade. (any 10-year period). phoebus leads in that category as well.
