i just heard that the state legion people said that none of the 7inning games that we play count unless they are double headers. and that in order for a team to qualify for the state tournament you have to have ten 9inn games played or all ten games could be double headers (which would allow for those games to be 7innings). I also heard that the umpires working our games refuse to ump an extra two innings and that they would rather ump double headers...that doesnt make much sense to me. So does anyone wanna try and clear this up?

Other than last year, the local district has played 7 inning games. Besides the pitchers, it saves money. The umpires would get an extra 15 per game. Thats 30 dollars per game at 20 games. Half of the games are home games, thus each team would be out another 300 dollars. Most legion teams scrape by from year to year. 300 dollars doesnt' sound like much but it actually can be. Plus, the extra 40 innings per season isn't necessary for the pitchers. All tournament games are 9 innings. That is what counts. The state doesn't have much to stand on. They have allowed the district to do this in the past. Plus, the regular season means nothing. Only the tournament winner gets the state berth.

Right on all counts. It's a hierarchical system in which the National Americanism Committee sets rules, Departments (States) can modify, and Districts can modify even further. But as they reach each new level of competition, the teams will potentially have to abide by new rules. This CAN BE (but isn't always) a significant adjustment for a team to make in a situation where you're two and out.

The reason they experimented with 9 inning games last year was because our district hadn't won many state championships compared to District 16 and District 9 and one possible cause was that almost everyone else played 9 innings during regular season and state tournament wasn't a big deal for their pitching staffs.

But this isn't really only a 9/7 issue; our league also used to have courtesy runners and the Federation DH rule, neither of which are recognized in state tournament. We've since gotten rid of both; now we play no courtesy runners and American League DH rule. All we can do is wait and see how the Peninsula team fares in August.
