Jim Heath is correct in saying that the York-Poquoson winner is guaranteed a berth into the Region I tournament.

They tied for second and second place comes with an automatic berth. Under Bay Rivers District rules, the district tournament effectively serves as the tie-breaker between the two, with the team that finishes higher in it getting the second berth.

Thus, the winner of their game gets a regional berth.

The third berth will go to the loser of that game, UNLESS Grafton wins the tournament. Grafton's only way of making the regional tournament is to WIN the final.
